Who is eligible for the $125 Winter Energy Supplement?

1. Annual Electricity Concession Customers

If you already have a concession registered on your electricity account you don’t need to do anything – the $125 payment will appear as a credit on your first quarterly power bill issued shortly after 1 July 2021.

If you don’t yet have an Annual Electricity Concession and you hold one of the eligible concession cards below, get in touch with your electricity retailer as soon as possible to update your details and register by 31 August 2021 for the Winter Energy supplement so you don’t miss out!

Eligible concession cards

  • Pensioner Concession Card – issued by Services Australia or Department of Veterans’ Affairs;
  • Health Care Card – issued by Services Australia; or
  • ImmiCard (Bridging Visa E) – issued by Department of Immigration and Border Security.

2. If you pay for your electricity in another way (embedded network customer)

If your electricity is not supplied from a retailer because of your living arrangement (e.g. Retirement Village, Caravan Park) and you have an eligible concession card, you can apply for the Winter Energy Supplement through the Cost of Living Grant Program.

When you apply for the Grant, you must be able to provide all of the following documents:

  • Proof of your permanent residential address (such as a driver’s licence, or bank statement that shows your residential address – not a post office box)
  • Copy of Concession card
  • Copy of your most recent winter bill (1 June - 31 August) showing that you pay for your electricity to the management of the retirement village or caravan park.

The application must be submitted by the concession holder, who must provide proof of their permanent resident address and a copy of their concession card. The electricity bill must be for the address submitted by the applicant, but can be in a different name.

Applications through the Cost of Living Grant program close 30 September 2021.

What is the Winter Supplement?

The Winter Supplement is a one-off payment of $125 to assist with energy costs.

Eligible customers need to have one of the three eligible concession cards.  Only one payment per household will be made, and the payment is only in relation to a customer’s principle place of residence.

Who is eligible for the winter supplement?

Anyone who is also eligible for the annual electricity concession, and has it linked to their electricity account through their electricity retailer, will automatically receive the $125 winter supplement. Householders in retirement villages and caravan parks may still be eligible, but need to apply separately if they do not buy their electricity from one of the licensed retailers – Aurora Energy, 1st Energy or, on the Bass Strait Islands, Momentum Energy.

Which customers are eligible for the annual electricity concession?

This includes any electricity customer who holds one of the following cards

  • Pensioner Concession Card – issued by Services Australia or Department of Veterans’ Affairs;
  • Health Care Card – issued by Services Australia; or
  • ImmiCard (Bridging Visa E) – issued by Department of Immigration and Border Security.

How will the supplement be paid?

For most eligible customers, the supplement will be provided as a credit on the first electricity bill received shortly after 2 July 2021.  There may be timing differences with some customers depending on billing cycles. You do not have to apply for the supplement – it will occur automatically.

I’m eligible for a concession, but haven’t yet registered with my retailer.  What do I need to do?

You should apply to your retailer as soon as possible to receive both the normal concession, and become eligible for the winter supplement.

I won’t be registered for a concession by 30 June, but will become eligible later.  Can I still get the supplement?

Provided that you are eligible for the concession during the winter months (ie – 1 June to 31 August), then you will also receive the supplement.  If you do not become eligible until July or August, you will receive the supplement in the next billing period after you become eligible, which may be after winter. The cut off date for registration is 31 August 2021.

I’m on Aurora+ - if my account is in credit as a result of the supplement payment, can I ask for a cheque refund for the credit amount?

No – but the credit will carry through in addition to whatever routine payments you make. As an Aurora+ customer, you will see the credit appear on your account once it is processed.

I’m not with Aurora Energy – will I still receive the winter supplement?

The winter supplement is being delivered by the Government in partnership with all authorised retailers, in the same way as the normal concession.  This includes Aurora, 1st Energy and customers on King and Flinders Islands who are billed by Momentum Energy.

I have a holiday shack – can I get the winter supplement off that account as well?

No – the same as with the annual electricity concession, the supplement will only apply to your principal place of residence, and only one payment per household will be made.

I also receive a rebate for life support equipment – will I be eligible for the winter supplement as well?

If you receive the annual electricity concession, you will receive the winter supplement, but you cannot receive a double payment.  If you receive a life support equipment concession but not a pensioner concession, then you will not be eligible for the winter supplement.

I pay rent to my landlord, and this covers my electricity as well.  Can I apply for the Winter Supplement?

No.  You need to have a metered electricity supply to qualify for the Winter Supplement.

I’m in a retirement village/caravan park, and pay my electricity bill to the management of the village.  I don’t get the Annual Electricity Concession, so will I miss out on the winter supplement?

No, you won’t miss out but you need to have one of the three eligible concessions cards listed above and apply for the Winter Supplement through the Cost of Living Grant Program by 30 September 2021.

You will also need to provide the following documents
